New Zealand Treasury Investor Confidence Rating (ICR)
In recognition of the importance organisational change management is for successful investment management, The New Zealand Treasury has developed an Organisational Change Management maturity model. This is used as part of the Investor Confidence Rating (ICR) assessment and is a whole-of-organisation assessment of an agency’s change management capability. The model is intended to assess more than change management applied to projects and programmes, although these will form a key part of the assessment. It is intended to cover all change an organisation undertakes and has planned.
Treasury has an all of government community of interest for change management and additional resources are available on their site.

EMBED Change and ICR Organisational Change Management Maturity
EMBED Change has developed the EMBED Change ICR Change Management module to help organisations understand in more depth the requirements of the Treasury’s Organisational Change Management maturity model. The product is designed to embed change management capability across an organisation and provides an example strategy of how an organisation might grow its change management capability internally. It includes online learning modules and specific resources to support this, and works alongside the EMBED Change Toolkit.
